Updated AmazonConnectServiceLinkedRolePolicy service-linked role managed policy

The Amazon Connect service-linked role (SLR) now includes AWS End User Messaging Social permissions that allow listing WhatsApp business accounts. Additionally, the SLR enables listing WhatsApp message templates and retrieving details about specific templates from business accounts that are tagged AmazonConnectEnabled : True.
